The cartel was founded by Fonseca Carrillo, Rafael Caro Quintero and Miguel Angel Felix Gallardo in the 80 's .

The body of the agent and his pilot were found in Michoacan in March 1985, one month after the kidnapping.

Caro Quintero was arrested in Costa Rica on April 4, 1985; in that same year, but in Puerto Vallarta, he was arrested Fonseca Carrillo. Felix Gallardo was arrested in 1989.

Fonseca Carrillo and Caro Quintero was sentenced to 40 years for the crimes of kidnapping and murder, perpetrated to the detriment of Camarena Salazar and Zavala Avelar.
